The main proposal would replace the current two-tier council system with fewer, larger unitary authorities, streamlining everything from bin collections to elderly care by 2028.

 

Residents can complete the survey online or pick up paper copies at local libraries and council offices.

 

The councils have already sent initial plans to the Government, with a full business case due in November and final decisions expected afterwards.
